MM2H Frequently Asked questions

Fixed Deposit Account

MM2H has fixed USD account or equivalent Ringgit Malaysia Account to the fixed amount per category with the daily conversion rate of a commercial bank.

If the client applies for a partial withdrawal of the Fixed Deposit, the maximum withdrawal amount is 50% of the initial deposit. Does this 50% limit still apply?

Yes, the maximum withdrawal amount remains 50% of the initial deposit in Ringgit / USD. In other words, the approved withdrawal amount will remain at 50% of the initial Fixed Deposit, regardless of the expenses submitted. (Only applicable for property, education, medical & domestic travel (hotel, flight ticket, travel package etc))

Timing of residential property purchase with partial withdrawal of fixed deposit If the applicant can provide a Sales and Purchase Agreement (SPA) stamped before MM2H is issued, withdrawal of up to 50% of the fixed deposit funds is not allowed
The participant can submit the partial withdrawal application upon the initial MM2H pass endorsement.

Property Ownership

Sole ownership by the main applicant.

Joint ownership with the main applicant as a partial owner, with dependents such as spouse, son, daughter, or parent.

The MM2H allows joint names for both main applicant and their dependents. (*** dependents name must in the conditional approval).

Special Economic Zone (SEZ) & Special Financial Zone (SFZ) Category To determine the specific eligibility criteria for the Special Economic Zone (SEZ) and Special Financial Zone (SFZ) categories of the MM2H program

As for now, only SFZ is referred to as Forest City, Johor. SEZ is pending MOF circular

‘Special Economic Zone’ in MM2H context refers to the entirety of the Johor-Singapore Special Economic Zone (JS-SEZ), encompassing the local authorities of Majlis Bandaraya Iskandar Puteri (MBIP), Majlis Bandaraya Johor Bahru (MBJB), Majlis Bandaran Pasir Gudang (MBPG), Majlis Perbandaran Kulai (MPKU), Majlis Perbandaran Pengerang (MPP), and a portion of Majlis Perbandaran Pontian (MPPn)?

MM2H will follow to the relevant Government agency official announcement / gazette, but as for now, MM2H still waiting official announcement from MOF. Thus, we only focus on SFZ only now.

The initial MM2H pass is valid for 5 years or until the passport’s expiration, whichever comes first. Subsequent transfers and extensions are subject to the terms and conditions outlined in the conditional approval letter.

Staying Requirements

Participants (both main applicant and/or dependents) must maintain a cumulative minimum stay of 90 days in Malaysia annually. This requirement applies to main applicant aged between 21/25 and 49 only.
Annually refers to the calendar year. The first year will be calculated on a pro- rata basis.
Is not allow for accumulative stay of 450 days over 5 years. Must be 90 days/ year

Yes. For main applicant, aged 50 or older, and all dependents exempt from the minimum stay requirement.

If main applicant entry program before 50 but turns 50 after few year, all dependents are exempted from fulfilling the minimum stay requirement.

Residential Property Purchase

Yes. Only residential is fulfilled under MM2H program. Include SOHO, service apartment etc.

Not allow at this moment. MM2H will review from time to time.

Participants are prohibited from selling the property within a 10-year period.

The 10-year period begins from the initial MM2H pass endorsement date.

Applicant can purchase the property either before the application of MM2H program or purchase the property after the MM2H pass endorsed but must purchase the property within ONE(1) year after MM2H pass endorsed. Immigration will issue 5 years MM2H pass or until the passport’s expiration, whichever comes first even If the applicant plan to purchase property after MM2H pass endorsed. 

Immigration will random check and failure to meet the property purchase requirement may result in the revocation of the MM2H pass.

Children Education / Main Applicant postgraduate program

As for now, dependent have to apply student pass if study at University (IPT). Still don’t have mechanism to allow dependent study at IPT via MM2H pass. EMGS is a separate government agency under the purview of the Ministry of Higher Education (MOHE).

Medical Treatment

While MM2H participants are required to have medical insurance, foreigners are allowed to seek treatment at public healthcare facilities at a fee.

Existing pass change to MM2H pass

There has no upgrade mechanism to upgrade (or change to other categories MM2H pass. Client has to re-apply under the interested category.
Yes, Client can apply now as still submission manually. Therefore, can submit now without terminate the existing pass in advance.

Government Charges

Security Bond will be removed and Immigration (JIM) has adopted the Personal Bond method, which requires a bond to be stamped by the Inland Revenue Board (LHDN). Personal bond are include principal and each dependents. Personal Bond submits during endorsement.

When does the MM2H renewal fee start?

After the initial 5-year period? Or after the entire approved duration of the MM2H program? Whether subsequent renewal subject to Immigration Processing Fee?

Upon the expiration of the entire approved duration of the MM2H program, subsequent renewals will be subject to the Renewal Fee only. No processing fee required upon renewal on the next cycle.

Documentation Requirement

Yes
1st, document (LOGC) must translated in English. Example for PRC, just need to translated in English and certified it and not need certified by Malaysian Embassy abroad. Or submit the original of LOGC together with the English translated copy (via Dewan Bahasa & Pustaka or ITBM) is accepted.
Yes, subject to the provision of additional supporting documents, such as proof of residency in the particular US state.
JIM may consider accepting original second-print certificates, such as those from Hong Kong. For those certificate not original, must have certified by Malaysian Embassy abroad / Certified by their Embassy in Malaysia and endorse again by Malaysia Foreign Affairs.

Will the MM2H accept the household register as an equivalent document to English-language marriage and birth certificates, particularly for applicants from South Korea and Japan?

Yes. Accept with documents certified by Malaysian Embassy abroad / Certified by their Embassy in Malaysia and endorse again in Malaysia Foreign Affairs.

When a person (traditionally the wife in many cultures) adopts their spouse’s family name, their previous surname, often referred to as the maiden name (or birth name for a gender-neutral term), is replaced. A married name, then, is the family name or surname adopted upon marriage.

Therefore, MM2H can simplify the document verification process by accepting documents that list the applicant’s name as it appears on their birth certificate and passport, regardless of any changes due to marriage.

In cases where the applicant’s name has changed due to marriage, the MM2H may consider additional supporting documents on a case-by-case basis to verify the applicant’s identity and genuine intent.
